Organisation of African, Caribbean and Pacific States (OACPS)

The Organisation of African, Caribbean and Pacific States (OACPS) is the largest intergovernmental institution of developing countries in the world, with its 79 member states spread over three continents. In its policy paper “The OACPS We Want”, the then ACP Group of States, which has since become the Organisation of African, Caribbean and Pacific States (OACPS), clearly set out its vision of becoming the first transcontinental organisation working in solidarity to improve people’s living standards, particularly through South-South and North-South Cooperation.

The revised Georgetown Agreement, as approved by the 9th Summit of OACPS Heads of State and Government held on December 9-10, 2019 in Nairobi, Kenya, mandates the OACPS to “develop strategic relationships and partnerships with external parties, including the global south, as well as with regional and international organisations with the aim of building global consensus on South-South and Triangular Cooperation”.

OACPS Information Centre on South-South and Triangular Cooperation

The 7th summit of Heads of State and Government, held in Sipopo-Malabo, Equatorial Guinea in December 2012, marked a decisive turning point in the strengthening of intra-ACP and South-South Cooperation in general, by calling for the creation of a specialised institution of the OACPS in matters of South-South and Triangular Cooperation. 

The Council of Ministers of the OACPS, at its session held in Brussels from 12 to 14 December 2018, approved the organisational structure of the OACPS-SSTC, defining the objectives, functions, areas of intervention and funding modalities of the Centre.  The centre became operational in November 2020.

Vision

‘’To become a centre of excellence and a one-stop shop for information on South-South and Triangular Cooperation within OACPS countries’’.

Mission

‘’To promote, facilitate and coordinate the exchange of experience, expertise and technology transfer between the countries of the OACPS and those of the global south in general’’.

Centre Objectives

Promote the sharing of learnings from successes, exchange appropriate experiences, technical knowledge and expertise, and create a learning tool through the collection of qualitative information and ensure an adaptive replication.

Create common ground in terms of information sharing, allowing all actors to have access to pertinent and systematized information.

Establish partnerships between the centre and other intergovernmental and nongovernmental organizations, particularly from the South, and with academic and research institutions; as well as with interested and experienced international and national entities.

To contribute to the Visibility of OACPS by improving its image among the key audience in CSST, giving all ACP countries and interested groups and individuals access to the centre’s publications.

Strategic Plan 2022-2025

The centre’s Strategic Plan for the period 2022-2025, which is derived from the OACPS Strategic Plan 2022-2025, and will contribute to the achievement of four (4) strategic objectives

  • To promote and facilitate south-south driven exchange of experience, knowledge, and technical expertise among the OACPS Member States.
  • To establish and strengthen partnerships on South-South and Triangular cooperation.
  • To optimize internal synergy for cross-cutting interventions of the OACPS Centre for SSTC.
  • To strengthen the institutional capacity of the OACPS Centre for SSTC

The implementation of this strategic plan will allow the various stakeholders to share their experiences in South-South and Triangular Cooperation and to promote intraregional and interregional South-South and Triangular Cooperation within the Organization of African, Caribbean and Pacific States (OACPS) and beyond.
